AGARTALA, Oct 9 - Chief Minister Biplab Kumar Deb today announced implementation of the 7th CPC for over 2 lakh employees and pensioners of the State with effect from October 1 this year.
An average 14.2 per cent hike has been given to each employee and pensioner on the basis of 2.58 pay matrix (multiplayer factor) as sought by all most employees� organisations.
After the implementation of the 7th CPC, a Group D employee will get Rs 16,000 and a Group C employee will receive Rs 18,000 at the entry level.
Altogether 2,19,454 employees and pensioners will directly benefit from the State Government�s decision, said the Chief Minister at a press conference at the Civil Secretariat here.
�All types of employees � regular, contingent and fixed pay � will benefit from the implementation of the 7th CPC. It was a promise to the people of the State and the BJP-IPFT Government has finally fulfilled a long-standing demand of the employees,� Deb said.
The Government will have to bear an additional burden of Rs 76 crore per month to implement the 7th CPC. �I am grateful to Prime Minister Narendra Modi, Union Finance Minister Arun Jaitley and BJP national president Amit Shah for extending full support to offer the 7th CPC to the employees and pensioners amid financial constraints,� the Chief Minister said.
Deb said the Left Front-led Government has left a huge financial burden � Rs 11,500 crore � on the new Government. �It is tough to handle the State�s fiscal position with a huge debt burden. In spite of adverse conditions, the new Government has offered the new pay structures to the employees and pensioners just before the Durga Puja,� he added.
Deputy Chief Minister Jishnu Dev Varma, who also handles the Finance portfolio, echoed the Chief Minister and said the State�s fiscal condition is fragile. �Despite the adversity, the State Government has been able to offer the 7th CPC to government employees and pensioners before the Durga Puja,� he said.
As per the recommendations of the PP Verma Committee, the State Government will constitute a committee to look into any discrepancies or anomalies, he said.
Meanwhile, the State Government employees are not happy with the package offered by the Government. �It is a mixed basket for the employees. The pay scale is in accordance with the 7th CPC, but there is no mention of the 9 per cent DA pending. House rent and medical allowances have been increased in accordance with the recommendations of the 7th CPC,� said a senior leader of an employees� organisation here.
