KOKRAJHAR, March 8 - The three-day training programme on development planning, budgeting and accountability for the officials of the Autonomous District Councils (ADC) of the northeastern region, organised jointly by the National Institute of Rural Development and Panchayati Raj, NERC, Guwahati and the Bodoland Territorial Council, Kokrajhar, got under way here on Wednesday in the conference hall of the BTC Secretariat.
