State govt not mandated to receive Clause 6 report

GUWAHATI, Feb 20 - Uncertainty over the report of the Committee for recommending measures for implementation of Clause 6 of the Assam Accord continued today as the State Government has made it clear that it would not be able to receive it. Meanwhile, the All Assam Students� Union (AASU) has expressed concern over the �attitude of the Central Government� in this regard.

Highly placed sources in the State Government today told The Assam Tribune that as the Committee was formed by the Ministry of Home Affairs (MHA), the Centre would have to formally receive the report. Sources said that the copy of the report of the committee has been kept in sealed cover under the custody of the Assam Accord Implementation Department because of the fact that the term of the Committee expired on February 14.

�The Committee was formed by the Centre and the Assam Government does not have the authority to receive it. Till date, the State Government has not been intimated by the Centre when the report would be received formally but we are expecting that the Centre would receive the report shortly,� sources added.

Meanwhile, AASU general secretary Lurinjyoti Gogoi expressed concern over the delay on the part of the Government on receiving the report. �The attitude of the Government raised doubts on its sincerity on implementing the recommendations of the Committee,� he added.

Gogoi pointed out that the Committee completed the report on February 10, ahead of the completion of its tenure. The chairman of the Committee informed the Centre thrice that the report is complete but till date, the Centre has not formally accepted the report.

The AASU general secretary said that the Union Home Minister Amit Shah had promised a delegation of the students� body that the Centre would implement the report of the Committee within a week of receipt of it. But even after ten days of completion of the report, the Centre has not received it from the Committee, he pointed out. �This attitude raised doubts on the sincerity of the Centre,� he added.

He also pointed out that Prime Minister, Narendra Modi and Union Home Minister Amit Shah had been asserting time and again that the Centre would implement the report of the Committee in letter and spirit. The Home Minister also made such an assurance on the floor of the Parliament. Now the Centre should immediately receive the report and start the process of implementing it, Gogoi said.
