MIRZA, March 5 - Deputy Commissioner and District Election Officer of Kamrup District Vinod Seshan has directed the heads of all Government departments under the administrative control of Kamrup district to take immediate and necessary steps for strict observance of the model code of conduct (MCC), official sources said.
In a letter addressed to all the heads of the departments in the district, DC and DEO Seshan instructed that in view of the MCC coming into force with effect from March 4, no development scheme and beneficiary related scheme can be started till completion of the election process, sourced said.
In this regard, even the approval of any scheme was accorded and accordingly relevant fund has been sanctioned, but the related works not been started before the announcement of Assembly elections, the said scheme cannot be started now.
Sources said that the DC further instructed not to distribute any individual beneficiary item like mosquito net, blanket, CI sheet, handloom articles and yarn etc., till the election process is completed. In this connection, the DC directed the departmental heads to keep those materials in proper condition and to prepare a list of items immediately and submit a copy of the said list to the district election officer.
Meanwhile, the DC directed all the Zonal and Sector Magistrates and all the Government officials to strictly implement and follow the provisions of model code of conduct which is applicable to all candidates, political parties and Government functionaries.
Soon after the declaration of the schedule of the general election, the DC cautioned all the concerned departments for implementation of the MCC guidelines, said Lucky Biswas, DIPRO, Kamrup.
The Kamrup Election District Administration has also been geared up for the free and fair conduct of the elections in 48 Boko (SC), 49 Chhaygaon, 50 Palasbari and 55 Hajo LACs.
As per the schedule, notification will be issued on March 14 for 48 Boko (SC), 49 Chhaygaon, 50 Palasbari and 55 Hajo LAC and that last date for making nominations will be on March 21 and the scrutiny will be held on March 22.
Last date for withdrawal of candidature will be on March 26, date of poll will be on April 11 and counting of votes will be held on May 19, official sources said.
Biswas said that for smooth conduct of the election process, the Kamrup Election District Administration had been divided into 22 zones and 95 sectors. The total numbers of polling stations in Kamrup district are 832, out of which 128 are very sensitive, 323 are sensitive, while 381 are comparatively safe.
In Kamrup district, eight polling stations have been proposed as model polling stations. There are altogether 245 polling station in 48 Boko (SC) LAC, out of which 47 are very sensitive, 138 are sensitive while 25 are comparatively safe.
There are altogether 198 polling station in 49 Chhaygaon LAC, out of which 52 are very sensitive, 89 are sensitive, while 57 are comparatively safe.
In 50 Palasbari LAC, the total polling stations are 183, out of which 9 are very sensitive, 69 are sensitive, while 105 are comparatively safe.
On the other hand, there are 206 numbers of polling stations in 55 Hajo LAC, out of which 20 are very sensitive, 27 are sensitive while 159 are comparatively safe.
