IMPHAL, July 23 - Manipur Assembly on Monday reaffirmed the resolution passed by the House on December 22 last year for amendment of Article 3 of the Constitution of India by incorporating that prior consent of the State Assembly of the affected State(s) shall be mandatory while forming a new State, and alteration of areas, boundaries or names of existing States and also to request the Government of India to make the contents of the Frame-work Agreement available to the Government of Manipur.
Manipur Assembly reaffirmed the resolution which was passed in the earlier sittings of the Assembly minutes after Chief Minister N Biren Singh moved the House to reaffirm the resolutions taken in the Assembly to uphold and protect the territorial integrity of the State.
The CM said since 1997 many resolutions have been unanimously adopted by the House in the interest of the State.
He said there is need to make the statement as there is apprehension among the public following the recent media report of the Parliamentary Standing Committee on the Framework Agreement.
Even though the Centre has given assurances, he observed that there is a need to consult Manipur, Assam and Arunachal Pradesh before signing the final agreement.
Appreciating the opposition for meeting the Central leaders over the issue, he said the time has come for the leaders of the House to unite for safeguarding the territorial integrity of the State.
On Saturday, Manipur�s civil society organisations strongly reacted to the media report where Centre�s interlocutor RN Ravi shared details of the Framework agreement. He indicated possible implementation of Article 371 A of the constitution, in Manipur.
