IMPHAL, Jan 2 - The organisation, which spearheaded the movement for implementation of the inner line permit (ILP) regime in Manipur, has pointed out alleged flaws in the ILP guidelines issued by the Government.
The Joint Committee of Inner Line Permit System (JCILPS) today alleged that the guidelines are only meant to issue passes to people from outside Manipur entering the State.
�There is nothing to protect the indigenous people of the State,� complained JCILPS convener YK Dhiren. He categorically stated that the notified ILP system is not agreeable to the JCILPS. He also demanded that the State Government should review the gazette notification to include guidelines to protect indigenous people and their land. The JCILPS convener appealed to all non-local people who entered the State before the ILP implementation, to obtain requisite permits within a month�s time.
YK Dhiren warned that the committee would launch a drive against �outsiders� who do not possess permits from February.
Meanwhile, Congress MLA Kh Joykishan also alleged that the guidelines under the ILP system as notified in the gazette notification include no provision to protect the indigenous people of the State. He alleged that if the guidelines are studied minutely, they are merely a tool to allow �outsiders� into the State, rather than protect the indigenous people.
�The ILP system in the State will give permits to outsiders to stay freely in Manipur,� the Congress leader alleged.
He maintained that the ILP system seems to have been introduced in the State only to generate revenue by collecting fees from �outsiders� visiting the State. Joykishan also spoke on a base year to identify �outsiders�. Reacting to Chief Minister N Biren Singh�s statement that the base year would be decided only when the NRC is implemented in the State, the Congress leader demanded that the ILP regime should have a base year.
