GUWAHATI, June 15 A division bench of Gauhati High Court comprising Chief Justice AK Goel and Justice NK Singh after hearing a PIL filed by Sujata Changkakoti and three other advocates, held that without amending the Constitution and enactment of law, the protocol signed between India and Bangladesh on exchange of land between the two countries cannot be implemented.
