GUWAHATI, Sept 22 - The Government of India has taken more than 20 significant initiatives to support the real estate sector since 2014. But unfortunately, the people of Assam continue to be deprived of these benefits as the industry in the State, which has a very significant contribution to the economy and employment generation, is in a crisis and we call upon the State government to engage with the stakeholders and take firm and decisive steps urgently to save it from total collapse.
This was observed by PK Sharma, the president of the Assam Real Estate and Infrastructure Developer�s Association (AREIDA), in a statement issued here today.
In the statement, he alleged that the difficulty of doing business in Assam for the real estate industry is forcing the local real estate players to invest in other States where the governments have provided far more conducive working conditions.
�Not a single provision of these notified regulations has been implemented till today and every provision has been blatantly violated. Further, Assam is the only state in India which is operating with an outdated multiple window building bye-law where applicants have to run from table to table and from office to office for months and even for years to get approval,� he stated.
According to him, the Government of India in an earnest endeavour to promote ease of doing business, eliminate corruption from the system and promote the real estate and housing sector, formulated the Model Building Bye-Laws, 2016 in March 2016 which mandates single-window time-bound approvals, accountability of officials, deemed approvals and grievance redressal mechanisms to name a few. It directed all States to amend their building bye-laws accordingly and stipulated that to be entitled to Central funding under the AMRUT Mission, these reforms are mandatory.
All other States promptly responded, resulting in standardised and modern building bye-laws across the country, except Assam.
�The Assam government in 2016 signed a memorandum of agreement with the Government of India by making firm commitments to implement the mandatory reforms like single window clearance, time-bound and deemed approvals, revision of building bye-laws, etc, and various deadlines were set for each reform but nothing has been done in this regard so far,� he added.
