GUWAHATI, Feb 15 � To fill the void between scientific plans and their field level implementation for solution of master plan related issues of Guwahati, the Guwahati Metropolitan Development Authority will soon introduce a web-based GIS enterprise, providing real-time data to implementing agencies.
An integrated platform, based on satellite imagery, cadastral maps and web-based services, this system would build a shared GIS database that would be available to all divisions and departments and is supposed to facilitate practicable solution to the city�s problems.
The process of setting up this platform, requiring state-of-the-art infrastructure and trained manpower, would start in a month�s time.
Talking to The Assam Tribune, Anurag Singh, CEO of the GMDA said that as a planning agency, the GMDA has been facing problems due to the absence of an analytical mapping capability, which is currently unavailable.
�To bring in accuracy in overall planning, both related to the master plan and otherwise, we need an integrated system that can do away with the flaws of physical verification, saving time and resources. The GIS enterprise would be helpful in problems ranging from flood and traffic management to the future planning and expansion of the city,� he added.
The system would work as a combination of hardware-software mechanism for transferring satellite imagery to different layers, checking the compatibility of projects with existing norms and helping in field level working with digitised maps.
�There are some complex issues faced during implementation of a project that include change in land use pattern and preservation of water bodies, which is integral to the development of the city considering its geographical location. Though we hire best of the consultancy firms, a mechanism is needed to help in field level implementation of the projects,� he added.
The GIS database would also be helpful in solution of other civic problems like drainage, traffic management, roads, hill conservation, etc.
With the process of granting online building planning permission in the offing, the GMDA would train its empanelled architects on the new software. This system would cut in half the time required for obtaining building permissions. The new mechanism would introduce online application facility and payment options. The mechanism would later on be integrated with the GIS enterprise.
�As the thrust is on creating a functional database that is regularly updated, the platform would provide better location access for decision-making and would increase the efficiency of urban local bodies� operations. Other departments and agencies like Water Resource, GMC, PWD would be integrated with this system,� he added.
