GUWAHATI, Sept 5 - The State unit of BJP has asked the NRC authority to consider some more documents as proof document to inclusion in the NRC as well as to ensure that provisions of the Citizenship Amendment Act, 1986, be adhered to for inclusion of names in the final document.
The ruling party has submitted a memorandum to the NRC State Coordinator in this regard.
�It has come to our notice that lakhs of genuine Indian citizens and indigenous people of Assam have been excluded in the second draft of the NRC which is a serious matter of concern. Despite having valid documents as early as (sic) 1971, those documents were not considered to include (sic) in the NRC. Therefore, you are requested to consider those documents as proof document (sic) to enter in the NRC,� stated the memorandum.
The party has requested that migration certificate, citizenship certificate, all variants of refugee cards, camp inmate card, refugee eligibility certificate, grazing permits issued till 1971, khuti permits issued till 1971, tauji revenue receipts issued till 1971, cattle tax revenue receipts issued till 1971, revenue collection receipt issued by develaya and other religious institutions till 1971, certificates issued by schools till 1971, recruitment certificate of armed forces, and revenue payment receipts issued by the Forest Department be considered as valid documents for inclusion in NRC.
�Moreover, lakhs of females and their children have been left out of the NRC (although their parents and relatives are included) due to unavailability of linkage of their valid documents. Therefore, we request you to allow those females having at least two witnesses from family members and one co-villages at the time of direct hearing as proof of their nationality prior to 1971,� said the BJP.
It added that many people do not have their birth certificate.
�Therefore, we request you to accept the date of birth mentioned in the school certificate as their birth date in India during the period of 1950-87,� said the memorandum.
It added, �It is also learnt that thousands of people have been left out as their parents are/is enlisted as D-voter in the voters� list. But it is necessary to mention that due to Citizenship Amendment Act, 1986, it is provided that any person born in India on or after January 26, 1950, but prior to the commencement of the 1986 Act on July 1, 1986, is a citizen of India by birth. Therefore, children of D-voters who are born after July 1, 1987, should be included in the NRC. Lakhs of Indian origin people have been left out in the draft NRC. All the Indian origin people, including Gorkhas, should be included in the NRC at par with original inhabitants.�
