GUWAHATI, Oct 13 - The finance department has directed all Deputy Commissioners of the State not to clear monthly pay bills with effect from October, 2016 without deducting EMI as fixed by the respective Drawing and Disbursing Officers (DDOs) for repayment of the outstanding liabilities on personal loans taken from the Assam Cooperative Apex Bank Ltd by the employees concerned.
The order further states that an employee who is proceeding on superannuation shortly with outstanding loan amount against his or her name, should not be allowed to withdraw pension benefits.
The salary bill or pension benefit bill should be cleared only after receiving the EMI that is due against the employees from the respective DDOs. In case any DDO fails to furnish the particulars relating to EMI due against the defaulting employees, the pay bill of the DDO concerned should be held up till such details are furnished by him or her (DDO).
The finance department also directed that the lists of the defaulting employees should be displayed on the notice boards of the treasuries as these would act as intimation to the defaulters about the nature of action proposed to be taken against them for failure to deposit the defaulted amount.
In case of retired employees who have outstanding loans against their names, it directed the DCs not to pass their pension bills without deducting the outstanding loan amount. However, before taking such action, the DCs have been directed to fix an amount on a monthly basis which will be deducted from the pension amount so that the monthly pension amount payable to the pensioners does not fall to less than 50 per cent of the gross pension amount payable monthly. The order has come into effect following information received from the Managing Director of the Assam Cooperative Apex Bank Ltd that Non Performing Assets (NPAs) against personal loans financed by the bank to Assam government employees has reached Rs 12.63 crore as principal amount and Rs 8.30 crore as interest, stated an official release.
