RTI Act allegedly misused

DIBRUGARH, March 22 - A blatant misuse of the Right to Information Act (RTI), 2005 has come to light where certain informations have been sought from the Superintendent of Police here by unknown miscreants in the name of Dilip Kumar Sengupta as an applicant.

Dilip Kumar Sengupta, a contractor from Naliapool here has alleged that some persons with vested interest were using his good name to sow seeds of hostility with the police by trying to intimidate them by asking questions of alleged bribery in the police department. �I was shocked to receive a written reply of the fake RTI application from the police because I have never asked for any such information. The applicant has used my name and has forged my signature,� he told The Assam Tribune.

In the RTI application addressed to the Superintendent of Police, the applicant has asked for information regarding the date of joining of the former Officer in-Charge of Dibrugarh Sadar Thana, total number of police outposts under Dibrugarh Sadar Thana and total amount of bribes allegedly collected from all police outposts. Information was also sought about the percentage of bribery amount paid out monthly to the Chief Minister of Assam, the Inspector General of Police and the Superintendent of Police here from Dibrugarh Sadar Thana.

Meanwhile, police has registered the case (No. 73/2016) u/s 419, 420 and 468 IPC following the complaint from Sengupta. Sengupta has also furnished names of a few suspects in the forgery as he is engaged in some legal battles with certain officials of NF Railways and some traders. Two months have passed and police is yet to make any headway in the case.
