GUWAHATI, Sept 2 - The Assam unit of the Communist Party of India (Marxist) has called upon the Election Commission of India (ECI) to review the entire system of D-voter.

A delegation of the party, led by State unit secretary Deben Bhattacharya and central committee member Suprakash Talukdar, met MC Sahu, Chief Electoral Officer, Assam on Saturday and submitted a memorandum to the ECI.

The review should include whether the continuation of the D-voter system is reasonable or not, the memorandum stated.

The list of D-voters should be thoroughly reviewed. The D-voters should be given a chance to defend themselves and those who can furnish proper documents during the review should be dropped from the D-voter list by the Election Commission. The list of D-voters should be made available in every election office at the district headquarters, subdivisions and blocks, it stated.

The party said after a thorough review, the cases of D-voters should be immediately sent to the foreigners' tribunals for speedy trial and the persons concerned should be informed about that.

The Election Commission may issue certificate on request stating the actual status of the D-voters to the persons concerned, added the memorandum.

The CPI(M) said as the voter identity card is a very important identity document for the citizens of India, many of the D-voters are facing problems while travelling, staying in hotels, opening bank or post office accounts and collecting 'Aadhaar' cards.

The descendents of D-voters are also facing a lot of difficulties in pursuing higher education as they are denied the permanent resident certificate in our State. They are facing serious difficulties in finding employment, particularly in government and public sector enterprises, stated the memorandum.
