GUWAHATI, Aug 5 - Eminent social entrepreneur and activist Dipok Kumar Barthakur has been appointed as the Vice Chairman of the State Planning Board with the rank and status of a Cabinet minister. A recipient of several national awards, Barthakur is currently associated with several organisations.
