SHILLONG, Sept 27 - Governor V Shanmuganathan today inaugurated the permanent building of the Indira Gandhi National Open University (IGNOU) Regional Centre Shillong at NEHU here. Speaking on the occasion, the Governor lauded IGNOU for providing accessible and quality education to the masses through distance education, especially to the economically weaker section of the society who could not otherwise pursue higher education through conventional education.
