SHILLONG, Dec 16 - The Meghalaya Government on Tuesday approved an ordinance seeking to regulate the ownership of individual apartments in the State in absence of any such legislation.
�We have approved the Meghalaya Apartment Ownership Ordinance, 2015 for the purpose of regulating the ownership of individual apartments in the State,� Chief Minister Mukul Sangma told reporters after a Cabinet meeting.
He said the government felt it necessary that there should be some of kind of legislative mandate for regulation after a number of such apartments started coming up in the city as well as in other districts of the State.
Giving a clearer insight into the objective of the ordinance, State Urban Affairs Minister Ampareen Lyngdoh said �The ordinance aims to provide for the ownership of an individual apartment in a building, together with an undivided interest in common area facilities. Basically this will indicate management, maintenance, equal responsibilities and contribution for the same for all owners of the apartment.�
Stating that the ordinance also zeroes down on the roles of developers and owners, Lyngdoh said �It also talks about formation of associations and systematic provisions for the formation of such associations. It speaks about the notion values and subsequent calculation for registration and distribution of common profit of the property.�
According to the minister, the ordinance also spells out penalty provisions for any contravention of the rules and provision by an individual or group to include promoters, association or apartment owners. � PTI
