Vote on account to be placed in Tripura House

AGARTALA, Feb 17 � The Left Front Government has decided to place a Vote on Account for the first quarter of the new financial year (2010-11) in the Assembly session that will come off on March 2, official sources said.

The session will be begin with the address of Governor Dr DY Patil.

The State�s budget for the 2010-11 financial year cannot be prepared as the 13th Finance Commission has not earmarked the State�s outlay for the next year.

�It will be meaningless if the government go for submitting a full-fledged budget unless the Finance Commission passes the State�s allocation for non-plan expenditure�, said a top official of Finance department here.

The 13th Finance Commission is set to place its report on February 23 in the Lok Sabha. �It would be better for the State to know the State�s allocation under the non-plan expenditure for next five years�, he said.

He added that the government has decided to prepare a Vote on Account for the first quarter of the new financial year. �There will be no problem in preparing the budget after getting information of the State�s outlay�, he added.

The State Government has demanded Rs 24,000 crore from the 13th Finance Commission to overcome industrial backwardness, infrastructure and industrial bottlenecks.

The State Government submitted a memorandum to a delegation of the 13th Finance Commission led by its Chairman Vijay Kelkar here demanding to raise its aggregate share in the divisible pool of Central taxes from the existing 30.5 per cent to 50 per cent in a phased manner last year.
