ITANAGAR, Sept 13 � On August 15, when the whole country including Arunachal Pradesh was rejoicing the completion of 63 years as free India, a teenaged village girl was running from pillar to post to get herself liberated from a slur that degraded her dignity before the eyes of others.
But thanks to the Banggo Keba � a traditional village institution comprising of gaon burahs of a number of villages that deals with disputes redressal � for coming in aid of the victim of the hi-tech crime to deliver her �justice�.
Although an FIR was lodged with the local police station, the victim as well as her family members �showed maturity� preferring the Keba to settle the case.
The 19-year-old girl student of Telam Govt Higher Secondary School under East Siang district of Arunachal was snapped by an 18-year-old schoolboy of the same school with a mobile camera phone sometime in 2009, trapping the innocent girl totally unaware. After that, the boy superimposed her face to a nude body of an unknown lady and circulated the obscene photo in the form of MMS among his friend circle.
The victim, could somehow learn about the immoral act of Keni Doke on the Independence Day. The next day, her family lodged a complaint with Nari Police Station. However, on repeated persistence from police, her family chose the Keba for justice.
During the Keba held on August 26 at Potte village community hall in East Siang, the accused (a class XI student) confessed that he had taken the snap of the girl (now, a BA 1st year student) in the school campus without her knowledge and superimposed the nude to her face before circulating the photo among his friends circle.
The Keba, chaired by Potte village gaonburah Tanya Ragi, asked the boy to seek a public apology before imposing on him rigorous penalty, including �pobor go pagdebe� (a bamboo-made kit for producing apong � rice beer), �sobe ador go payap dobe� (one mithun), costly traditional utensils and a fine of Rs 5,000, asking him to deposit the fine in cash and kind latest by October 15.
Before letting him go, the Keba had reportedly made him to give an �undertaking� with the pledge not to repeat the same or indulge in such acts in future.
The Keba, meanwhile, issued a stern warning: if anybody is found indulging in such unethical acts, he or she will be imposed a fine of Rs 1 lakh and in case of student, he/she will be expelled from school.
It requires a mention here that the State Government had in the recent past issued an �order� putting a blanket ban on the use of mobile phones in schools � which is applicable to both teachers and students, asking the school principals/ headmasters to implement it without fail.
