GUWAHATI, March 11 - From a Google app to Facebook, Twitter and Tablet computers, a number of information and communication technology tools will come into play tomorrow when Finance Minister Himanta Biswa Sarma will table the BJP-led government�s third budget in electronic format, making Assam the second state in the country to present an e-budget after Andhra Pradesh.
Sarma, who will table the budget in the Assembly at 10:30 am tomorrow, said the budgetary proposals will be supplied to the State legislators in Tablet computers �which will help them understand it better�.
�While Andhra Pradesh was the first to present an e-budget, we will be the first to put it in public domain. People can view the budget after downloading a Google app. It will also be live on Twitter and Facebook. Journalists will be given a pen drive loaded with all the details, besides the regular booklets,� Sarma told a press conference today.
Elaborating the special features of the budget, he said it will be accompanied by a report on the implementation of the proposals announced in the 2016-17 budget. �Besides, gender budget, child budget, SDG budget and outcome budget showing the results of the investments done will be tabled separately,� Sarma said.
He said feedbacks were taken from some 40 educational institutions and seven districts while preparing the budget. Over a thousand suggestions were received, mostly related to urban development, environment and education sectors, and the government has tried to incorporate them.
Newspapers will carry a special supplement highlighting the key features of the budget the next day, the minister said.
When pointed out that the expenditure on salary has been more than the revenue generation in the current financial year, the Finance Minister said the focus of the last budget was to clear the arrears of the employees.
�Employees were given justice. All arrears were cleared in two instalments... I feel it is an achievement of the government. No other northeaster state has given the seventh pay commission and cleared the arrears till date,� he insisted.
Maintaining that the 2018-19 budget will be �development-oriented� and �all-inclusive�, he said the government has reviewed the schemes announced earlier and based on their success and public acceptance, they have been either extended, amalgamated or innovated.
