State Level Screening Committee to check unfair trade under GST laws

By Staff Reporter

GUWAHATI, Sept 13 - As part of the anti-profiteering mechanism under the GST laws, a State Level Screening Committee has been constituted in Assam.

The committee has Viney Kumar Paul, Commissioner, Central GST Commissionerate, Guwahati and Hiranya Kumar Sarma, Joint Commissioner of State Tax, Assam, as its members.

An anti-profiteering branch has become functional for centralised receipt of complaints at the GST Seva Kendra in the Central GST Commissionerate, Bhangagarh, here. Complainants can make enquiries on 0361-2465196 and submit complaints either by visiting the branch or through mail at the dedicated email ID [email protected]. Any consumer or organisation can file complaints against the errant businessman for not passing the benefit of reduction in GST rates or the benefit of input tax credit with proper evidences, said Paul.

He said that as part of the anti-profiteering mechanism, there is provision for a three-tier structure for investigation and adjudication of the complaints regarding profiteering. It includes the National Anti-Profiteering Authority and the Directorate General of Anti-Profiteering in New Delhi, and the State Level Screening Committee and Standing Committee.

The sole purpose of this institutional mechanism under GST law is to check the unfair profit-making by the trading community by ensuring that the benefits of the reduction in GST rates on goods and services or the benefit of input tax credit pass on to the ultimate consumers by way of commensurate reduction in the prices by the suppliers. It would ensure that traders are not realising unfair profit by charging high price from consumers in the name of GST. The duty of this authority is to examine and check such profiteering activities and recommend punitive action including cancellation of registration, Paul said.
