GUWAHATI, Oct 30 - The State government today notified a revised standard operating procedure (SOP) for re-opening of schools from Classes VI onward, colleges, engineering colleges, polytechnics, private educational institutions as well as government and private training and coaching institutes and universities of Assam that will be operational from November 2, 2020.
In order to ensure smooth transition of students from home-based schooling during lockdown period to formal schooling, only the �orientation activities� will be undertaken during the first 15 days of re-opening of schools. Regular curriculum-based teaching-learning process, on the other hand, would resume after the orientation period.
As per the SOP, in upper primary, secondary and senior secondary schools, classes for students of VI, VIII, X�and XII, classes will be conducted on Mondays, Wednesdays and Fridays. For students of Class VII, IX and XI, classes will be conducted on�Tuesdays, Thursdays and Saturdays. The detailed SOP also include staggered timetable for colleges, engineering colleges, polytechnic institutions and ITIs.
However, online mode of�education will continue for students who prefer to attend online classes rather than physically attending�the school.
Students coming to schools and colleges for classes will have to produce written undertaking or confirmation from their parents.
The parents, on the other hand, have been asked to ensure that their ward goes for classes wearing mask properly. Schools and colleges have been asked not to enforce attendance on the students.
It needs mention here that the all hostel�facilities in schools and colleges will remain suspended until further orders. Classes from I to V will also remain suspended until further orders.
As per the State Education Department guidelines, rapid antigen tests of all teachers, staff members, cooks, etc., have to be�done followed by periodic testing at an interval of 30 days. Temperature check of all students and teachers, etc., shall be done every day through�thermo scanner.
A district-level task force chaired by Deputy Commissioner of the district will be�responsible for ensuring enforcement of the SOP.
Extensive sanitization has been instructed for the schools used as quarantine centres, before reopening. Schools in containment zones are not allowed to open. Besides, thorough sanitization of all schools and colleges would be done on every weekend.
In schools, first batch of students will come at 8 am and stay up to 12 noon and the second batch of students will come at 12.30 pm and stay up to 3.30 pm. With regard to the mid-day meal, the first batch of students will have their meal from 11.30 am to 12.00 noon and the next batch will have their meal from 12.30 pm to 1.00 pm, following COVID norms.
In respect of private educational institutions, social and physical distancing shall be�maintained and buses will carry 1/3 intake of the students in each bus. The school buses should be properly sanitized twice daily.
Those educational institutions, which do not have potable water facilities, have been asked not to re-open on November 2. Decision over the matter would be taken by the Deputy�Commissioner of the respective districts.
As per the guidelines, whenever multiple COVID-19 positive cases are detected in the school premises the school or college would be closed immediately for a period of seven days and would open only after thorough sanitization and with due permission from the DC.
Owing to the COVID situation, educational institutions were closed in the State from March 15, 2020 and though online classes started subsequently, all students could not be covered due to various constraints. It may be noted that the Government of Assam had extended the academic year till March 31, 2021 and�subsequently the academic year would start from April 1 and would end on March 31 the next year.
