State Finance Dept issues directive for online salary payment

DIPHU, Aug 3 - The State Finance department has announced a clear guideline in respect of payment of salaries and other benefits to Assam government employees serving under the transferred sectors of Karbi Anglong Autonomous Council and for the employees of the inherent departments of the council to receive their salary and other wages through the revised system i.e., online payments. This was agreed after signing of an office memorandum between the autonomous councils and the Assam Government.

The Principal Secretary of Sixth Schedule areas i.e., Karbi Anglong Autonomous Council has been provided salary budget for the government employees working under the Sixth Schedule areas to their Drawing and Disbursing Officer through their respective council head of department online for the financial year 2019-2020 onwards.

In the government instructions, it has been stated that all the budgetary allocation made for the hill areas and which were deposited by transfer credit to the public account for drawals are to be examined by Principal Secretary of the Council and the remaining unutilised amount are to be reverted to the consolidated fund of the State.

The government has decided that details of all DDOs deputed to the council jurisdiction, according to the treasury records of the Finance Department will be available for online verification by the council. The facility would be available under the �finassam.in�. All the respective DDOs shall upload employee�s details i.e. [GPF/NPS/BANK ACCOUNT details etc] under the jurisdiction through �finassam.in�. The Treasury Officer Diphu will share the employee data to the concerned sub treasuries which are available with them. The council authorities would also provide the employee information to the concerned treasuries for cross verification.

All personal claims like Leave Travel Concession, Medical claim, Honorarium, Advances, Pension benefits etc., would also be drawn by the declared DDO in the bill form prescribed in the existing Treasury Rule. The DDO would issue form 16 under IT Act duly signed for the assessment year 2019-20 onwards. This arrangement is only for salary purpose. The non salary component would be regulated as per existing procedures.

Meanwhile, under tremendous pressure from the agitating employees the Karbi Anglong Autonomous Council authority has agreed in principle to comply with the government directives. However, till the filing of this report, the authority has not issued any advisory to this effect keeping the issue in suspense.
