State fares poorly on NREGA front

NEW DELHI, March 23 � The NREGA report card is out and Assam Government has nothing to feel proud about, as the State has slipped on all major areas.

A review meeting called by the Rural Development Ministry here last week took stock of the implementation of the flagship scheme. Assam has been sanctioned Rs 1259.35 crore, out of which it has spent Rs 905.08 crore and taken up 19688 works of which it has managed to complete only 6213 projects leaving 13,475 works pending.

The Joint Secretary NREGA drew the State�s attention to the letters from Government of India with regard to contingency and accesses that may be incurred by the north eastern states. The officer said the matter should be referred to the Centre for discussion immediately so that necessary action may be taken, it was reported.

In most of the districts in the State, there were irregularities in maintaining muster rolls and entries in job cards were not updated. Monitoring was poor, social audits were not conducted in some districts, vigilance and monitoring committee did not monitor and certify completion of works.

The number of complaints pending included two from VIP, 21 general and six helpline complaints.

Assam, like other States recorded decline in employment compared to the financial year 2008-2009, with Nagaon recording the highest decline of 72 per cent, followed by Cachar 31 per cent, Karbi Anglong 19 per cent, Nalbari 27 per cent and Chirang 25 per cent.

The State also recorded a decline in person days as those compared to those of 2008-2009 fiscal. The decline in Nalbari district is highest at 49 per cent, followed by Cachar at 37 per cent, Kokrajhar 29 per cent and Chirang 20 per cent.

An estimated 1.5 crore person days were generated, as compared to 5.7 crore person days reported. Around 7.36 lakh (43 per cent) House Holds (HHs) employment were recorded as compared to 35 lakh reported. ���

As compared to the total expenditure of Rs 77.50 crore reported, only Rs 19.12 crore expenditure was recorded.

In Assam, around 81,210 registered HHs were not given jobs cards. The districts where highest HHs were not issued job cards included Baksa, Dhemaji, Dibrugarh, Golaghat, Hailakandi, Karimganj, Lahimpur, Nalbari, Sivasagar and Udalguri.

At least 33753 muster roll workers have not been paid as Assam Government delayed payment to the tune of Rs 225.99 crore. Out of total 180016 muster rolls used, 4306 muster rolls do not have date of payment.

At least 178098 muster rolls do not have any measurement book linked out of total 180016 muster rolls used, it was reported.

The districts of Chirang, Darrang, Dhemaji, Kamrup, Kamrup (metro) Sivasagar, Sonitpur have reported delayed allocation.

The report card said that the job seekers are not getting job within 15 days of written application for job, but this provision of the NREGA is grossly violated in the districts for inability of the authorities to meet this requirement due to non-availability of funds.

In Karimganj district, there was a delay of about a month in registration and issue of job cards after receipt of application, due to shortage of staff.
