DIPHU, Dec 9 � Necessary notification in regard to holding of elections to the 11th executive committee of the Karbi Anglong Autonomous Council was issued by the Governor of Assam, JB Patnaik on Monday.
The election to the KAAC will be conducted by the State Election Commission, Assam and not by the Hills Area department. The notification can be termed as a victory for the UPDS, since the outfit demanded that the election to the KAAC should be conducted under the authority of the State Election Commission. The Raj Bhavan has given clear instructions that electioneering process will have to be completed within January 19, i.e., before the present executive committee�s tenure expires.
According to established norms, the election code of conduct comes into force, from the date of the issuance of the notification. Principal Secretary to Government of Assam Hills Area Department, in the notification pointed out that since free and fair election is a basic structure of the Constitution, the duty of conducting, the election to the Karbi Anglong Autonomous Council is required to be entrusted to the State Election, Assam, Under Rule 4 and relevant provisions of Assam Autonomous district (Constitution of District Council Rules, 1951).
It needs to be mentioned here that for the first time in the history, KAAC election will be taken care of by the State Election Commission, Assam under rule and relevant provisions of the Assam Autonomous Council Act.
