Shoddy probe into custodial torture

JORHAT, March 31 - Pointing out a case of shoddy investigation carried out by Jorhat Police to protect several of their colleagues in a case of custodial torture of a youth dating back to 2014, the court of Chief Judicial Magistrate here recently passed certain observations which amply reflects the sub-standard functioning of the men in uniform.

RTI activists-cum-lawyers Rintu Goswami, Gautom Borah and Indrajit Kakati informed that on March 21 last the CJM court with R Boro in the Chair rejected a chargesheet filed in the court against four police personnel, including two former officers-in charge of Jorhat and Pulibor police stations, namely Pradip Bora and Hrishikesh Hazarika respectively, and a businessman in the torture case of Sidhartha Kaushik Dutta. The court directed the police to conduct �further investigation�.

The court in its order observed: �How the Final Report filed earlier has been turned into a chargesheet creates doubt into the manner of working of the police system�. Investigation which was conducted from March 30, 2017 till filing of the chargesheet appears to be done in haste and perfunctory manner despite clear directions from this court�.

It may be mentioned here that on February 2017, the Gauhati High Court in an order passed after suo moto taking up the custodial torture case had directed the then Jorhat SP Prasanta Bhuyan to reinvestigate the case pertaining to custodial torture of Dutta by him (Bhuyan) or an additional SP rank officer as the first chargesheet filed by Jorhat Police during the tenure of former Jorhat SP Amanjit Kaur was found not satisfactory by the Gauhati High Court.
