DIBRUGARH, July 2 � In the past week or so, there has been a huge rush for official birth certificates in Dibrugarh district.
In the city, the rush has been noticed at the local municipal office and at public health centres at Borboruah and Lahowal. There are allegations that a lot of cash is changing hands in these offices, for prompt issue of the certificate. There are also more serious allegations that doubtful persons too are trying to obtain birth certificates, so that their names can be enlisted in NRC.
However, the officer in charge of issuing birth and death certificates at the municipal office here said that his office is issuing birth certificates according to rules and in deference to judicial orders.
