Ruckus in Assembly over MLA�s remark

GUWAHATI, Aug 13 - The Assam Assembly today witnessed noisy scenes over the remark of a BJP legislator (which was later expunged by the Speaker), resulting in repeated disruptions of the proceedings in the House.

The Speaker had to adjourn the House twice for 10 minutes each amid the ruckus that started when MLA Binanda Saikia raised a point of order based on newspaper reports about alleged encroachment of government land in the Sipajhar constituency by suspected illegal migrants.

After the two adjournments, the House reassembled, following which the Leader of Opposition and Leader of the Congress Legislature Party, Debabrata Saikia, took the floor and said that identification of illegal Bangladeshi migrants had to be done on the basis of the Assam Accord and his party would not support anybody who had come to the country after March 25, 1971. He, however, added that no genuine Indian citizen should be harassed.

Taking objections to the remarks made by a BJP MLA that had led to the uproar, Saikia said that the Congress MLA, against whom the remarks were made, was elected as per provisions of the Indian Constitution.

Seeking a ruling from the Speaker, Saikia said that such incidents should not be repeated in future. AIUDF legislator Aminul Islam also supported Saikia�s contention and called for expunging of the objectionable statement.

BJP�s Tapan Kumar Gogoi said that even the Gauhati High Court had ordered deportation of one Kamaluddin � who had twice contested Assembly polls from Jamunamukh constituency � after he was found to be an illegal migrant.

Speaker Ranjeet Kumar Dass, who then rose to speak, said that as per rules nobody could make objectionable statements in the House and ordered expunging of the remarks made by the BJP MLA against the Congress legislator.

In his reply after the House resumed business, Parliamentary Affairs Minister Chandra Mohan Patowary said that as per information provided by Deputy Commissioner of Darrang district, �it is true that thousands of bighas of government land are under encroachment in the Sipajhar Revenue Circle under the Sipajhar constituency.�

He, however, added that it could not be said if all encroachers were suspected illegal migrants, and that a detailed inquiry was necessary to ascertain that.

�As per informational provided by the DC of Darrang, it is true that 3,000 bighas of government PGR land is under encroachment. As per the State�s land policy of 1989, no arrangement has been made for allocation of such land. Action is being taken against those who have encroached on PGR land and cases have been filed,� Patowary said.
