JORHAT, Nov 14 - Detecting a major scam in disbursement of public money by a former Additional Deputy Commissioner of Jorhat to the past chairperson of Sadharan Jati Development Council Prabhat Kalita and another person named KC Neog, a fresh enquiry report by the Jorhat district administration has indicated that Rs93,80,000 was fraudulently withdrawn from a Government account from August 2015 to November 2016.
Though the accused officer Anjanabh Chaliha was arrested and sent to judicial custody by a local court today, the prime accused Prabhat Kalita is yet to be brought to book. Conspicuously, the identity of another recipient, i.e., KC Neog is yet to be established by the administration even after the enquiry report clearly mentioned that Rs 80,05,000 was paid to that person.
�Out of the disbursed amount, Rs 80,05,000 was paid to KC Neog on various dates between August 5, 2015 to March18, 2016 and an amount of Rs 5,00,000 was paid to Prabhat Kalita on November 1, 2016. Some of the cheques against the amount of Rs75,000, Rs1,00,000 and Rs 2,00,000 were drawn from various branches of the State Bank of India at Tezpur, Nalbari, Mangaldai, Sipajhar, Bongaigaon, Barpeta, etc. The amount drawn from branches outside is Rs 6,75,000,� the enquiry report stated.
It may be mentioned that the public funds of Sadharan Jati Development Council was deposited by the Government in account No. 35010936888 of Borpool branch of SBI here, which was operated under the name of �Construction Work of Sadharan Jati Development Council, Assam�.
Former ADC Chaliha was clandestinely authorised by Prabhat Kalita to open and to be the sole signatory of the bank account without any approval of the Jorhat district administration, which clearly indicates that the duo planned to withdraw the public money which was released for the developmental activities of the general castes of the State.
Even after a year of his transfer from Jorhat, the accused ACS officer helped Prabhat Kalita to draw huge amounts of public money fraudulently from the account of Sadharan Jati Development Council, the enquiry report said.
��In view of the above, it is observed that Anjanabh Chaliha has completely misled the administration and wrongfully empowered the designation of Additional Deputy Commissioner, Jorhat after release from that post on October 12, 2015. Hence, it is suggested to take up the matter with the higher authority for further investigation in this regard,� the report clearly mentioned.
It may be pertinent to mention here that neither the district administration nor the police have been able to confirm the identity of KC Neog, though the Government enquiry found that Rs80,05,000 was paid to that person out of the total disbursed amount of Rs 93,80,000.
�We demand further investigation into this case of major corruption in Jorhat. All of those persons who are involved in misappropriation of public money of Sadharan Jati Development Council must be brought to book. We appeal to the district administration to arrest all those involved and confiscate their property through legal procedures,�said a socially conscious citizen of Jorhat, Advocate Rintu Goswami.
On being asked whether they could gather any clues about the whereabouts of the main accused Prabhat Kalita, a senior police officer claimed that they will be able to nab him soon, while an administrative officer informed that they were trying to detect the identity of KC Neog and his role in the entire scam for further investigation.
