PIL in HC over alleged lapses in Smart City e-tender

GUWAHATI, Aug 5 - Syed Abdullah Al Aman, a resident of the city, has filed a Public Interest Litigation (PIL) in Gauhati High Court alleging serious discrepancies in the e-tender notification issued by the Guwahati Smart City Limited (GSCL) in respect of selection of system integrator for implementation of the integrated command and control centre, integrated traffic management system (ITMS) and city surveillance system in the city.

The estimated amount of the tender, against which the PIL has been filed, was Rs 215,95,72,000 and its period of implementation is for one year.

These are some schemes through which people will get a real smart look of the city. As for example, the proposed City Operation Centre is a key building and the heart of the Guwahati Smart City Project from where all smart solutions and key components will be deployed for viewing, central monitoring, storage of data and operation of the entire components and solutions installed and deployed in the field.

The role of the building is to serve as a data centre for hosting of all information and communication technology solutions of Guwahati Smart City. The primary space required for the building is estimated to be 5,000 square feet.

Similarly, the ITMS will bring about a drastic change in the traffic management system in Guwahati. With implementation of the project, common people will get relief from unnecessary harassment from police personnel for violating traffic rules.

Notably, the objective of the smart city includes several pan city and area-based development initiatives with a focus on both infrastructure and information and communication technology advancements across the city and at strategic locations. The strategic focus of the city has been identified to improve mobility, improve situational awareness, enhance public safety and security, and introduce data-driven decision making.

Significantly, recently the Gauhati High Court issued an order to the State government while delivering its verdict over a PIL filed by a city-based advocate, directing the Principal Secretary of the State finance department to constitute a committee of senior officers and experts, including from the police and the field of finance, for monitoring utilisation of fund lying unutilised with the Guwahati Smart City Limited (GSCL).
