GUWAHATI, Sept 21 � Krishak Mukti Sangram Samiti (KMSS) general secretary Akhil Gogoi today made an appeal to the people of the State to be vigilant against all attempts of the vested interest circles at involving them in a suicidal agitation in the name of expulsion of the foreign nationals from the State.
In a statement here, Gogoi said that it seems that the Assam Govt as well as the Union Government is also interested in such an agitation.
The Assam Accord has provided a cut-off date � March 25, 1971 � for identification of the foreign nationals and their deportation. During the Assam agitation, the state could successfully convince the agitating leaders then to target people of a particular religious community.
Therefore, it is the bounden duty of those who want to solve the aliens� issue to go for a definite action plan and chose a democratic path for resolution of the problem.
There should be unity among these people on the issue based on some principles and programmes. This time, there should not be any repetition of the old mistakes. The issues concerning the tribals should be dealt with compassion.
Though the 1951 National Register of Citizens (NRC) could be updated basing on the available NRC and electoral rolls of 1961 and 1971 other valid documents, if available, should also be considered for identification of the foreigners.
There should be repatriation treaties with the foreign countries like Bangladesh, Pakistan and Nepal to send back all those who would be identified as foreign nationals, said the KMSS general secretary. There should be a time-bound attempt at completing all these works. Moreover, the entire stretch of the 4095.7 km-long Indo-Banlga border should be sealed with barbed-wire fence, he said.
The communal forces should be kept away from this agitation so that it could emerge as a movement of the people in the true sense of the term. The driving force of the agitation should be a healthy and progressive nationalism. Moreover, there should also be a consensus on distributing the land freed from the occupation of the foreign nationals among the real farmers of the State, he said.
