Panel for creation of mini-secretariats

GUWAHATI, Aug 1 - The Assam government has constituted a committee under the chairmanship of VB Pyarelal, IAS, Addl Chief Secretary to the Government of Assam, to oversee the issue of delegation of further power to the Commissioner of Divisions with an ultimate objective of creating a mini-secretariat at divisional level.

The committee shall examine the statutory powers now exercised by the Commissioner of Divisions and suggest measures for modification. It shall identify department-wise functions that can be delegated to Divisional Commissioners and fix modalities for such delegation. It shall also identify minimum necessary infrastructural and organisational changes, including the creation of posts required for the institution to raise it to a mini-secretariat.

The committee shall also identify zonal level officers who are to be brought under direct control of the Divisional Commissioners.

It shall submit its detailed report with recommendation within 30 days of the constitution of the committee.

The members would include Principal Secretary, Health & Family Welfare Department, Principal Secretary, Education Department, Commissioner & Secretary, Finance Department, Commissioner & Secretary, P&D Department, Commissioner & Secretary, Labour & Employment Department, Commissioner & Secretary, Food & Civil Supplies Department, Commissioner & Secretary, GAD, Divisional Commissioner Lower Assam Division, Divisional Commissioner North Assam Division, Divisional Commissioner, Hills & BV Division and Secretary, AR&T Department. The Divisional Commissioner Upper Assam Division will be the Member Secretary of the committee, said an official release.
