NSCN-R insurgent, businessman held for extortion in Arunachal

ITANAGAR, Aug 26 - In a major breakthrough, a Special Investigation Team (SIT) of Arunachal Pradesh Police arrested a self-styled NSCN-R commander of Changlang region and a businessman for extortion-related activities in the state capital.

On receiving inputs that NSCN-R members were engaged in extortion activities in Itanagar and Naharlagun, and were moving in the area in a vehicle, three teams were formed by the SIT.

Subsequently, NSCN-R�s self-styled major Phangran Jugli and Changlang-based businessman Manoj Kumar Mittal were arrested, while their Scorpio vehicle was seized in Nyorch near Naharlagun on Sunday, SP (SIT) Navdeep Singh Brar told reporters on Monday.

The police official said that Jugli was wanted in five cases, including election-related violence, kidnapping and ransom, in Changlang district. He said Mittal, who hails from Margherita in Assam�s Tinsukia district, has a cement business in the district and was in touch with Jugli for a long time.

He said that during investigation, it was found that the businessman took a house on rent in Naharlagun from where they were conducting their �unlawful activities�. �Prima facie, they came here for ransom-related activity,� Brar said.

The police official said that some ATM cards and mobile phone numbers were recovered from Mittal. After one of his ATM cards was checked, a bank balance of around Rs 12 lakh was detected.

The SP (SIT) stated that Mittal has had ties with Jugli for a long time, and despite knowing about his activities, he was assisting him. �Our investigation is on. We produced them in court today and got 12-day remand,� he said.
