Non-promotion of ACS cadre hits performance

DERGAON, March 22 � Though the State Government has claimed good governance of the State, but the ground reality speaks another story.

According to sources, several officers as well as employees have been deprived of due promotion with financial and official status. As a result, such officers are showing lackadaisical attitude in their duties. It is learnt that among others, the Assam Civil Service officers are deprived of due promotion. The ACS officers are badly affected due to non-promotion in the last 20 years. �We are serving in the same post since 1992. As no promotion was made, we are now feeling frustrated,� an ACS officer of the 1992 batch opined.

It is learnt from an official source that the 1995 batch of Assam Police Service officers were promoted to the next higher post, but the ACS officers of the same batch remained in the same post. It is learnt that the ACS Class I and II were combined in 1992. As a result some complexity among the junior officers were in result. And finally the vacancy position was decreased in ACS cadre in total. This type of discrepancy results in resentment among the officers.

�Though the promotion to the next higher post is not available, but financial and other benefits may be given to such officers,� an ACS officer opined. It is pertinent that officers of some other Assam Civil Service cadres are also deprived from their promotion for the last 10 to 20 years which has resulted in an adverse affect in the performance of the officers. So the government should consider the matter seriously and do justice to such officers at the earliest for the better functioning of the state machinery, he opined.
