DERGAON, April 25 - The Nagaland government has allegedly violated the Dimapur agreement signed between Assam and Nagaland in 1985 for no work and development in disputed areas.
Due to the acute negligence of the Assam government, Nagaland has allegedly set up two armed police camps and developed as many as 12 villages in the disputed D-sector at Merapani in the periphery of Golaghat district of upper Assam.
Nagaland set up a police outpost in Kolajan village no. 6 of Torani in Merapani on March 8 in the name of parliamentary elections.
As alleged, the Nagaland government with the help of one ADC-rank officer from Bhandari subdivision of Nagaland carried out several developmental works in the disputed areas.
Liphi, Haian, Doldoli, Changkha, Cifian, Runi, Chereka, Seedfarm, Baliguri, Foothills, Mikiryang and Hilibasti are the new villages set up by the Nagaland government in Assam land. Government offices, seed farm, hospitals, bus stand, church, schools, polling stations, police outposts were set up while construction of bridges, water supply schemes, electrification in disputed areas have also started. This is against the Dimapur agreement which asks for status quo in the disputed areas. �With the help of the camp, police personnel killed our livestock,� a villager at Kolajan alleged.
The Nagaland government set up the 7th armed police camp at Bheleuguri in 2005 temporarily but the camp is still active. It has been alleged that Nagaland is trying to take control of Kolajan and Garhbasti villages.
A meeting with border magistrates of both the States and the CRPF�s 142 Battalion held at Merapani resolved to withdraw the outpost after the election. �But after the election on April 11, there is no sign of withdrawal of the outpost,� a villager said.
Talking to The Assam Tribune, border magistrate of Golaghat Papu Gogoi said a Nagaland Armed Police battalion camp was set up for the election in Nagaland land just near Kolajan village of Assam.
�The Nagaland authorities verbally assured us that they will withdraw the camp after the election. So now, the Golaghat district administration will initiate action accordingly,� Gogoi said.
Regarding the 12 villages set up by the Nagaland government, the border magistrate said he would conduct a detailed survey on the allegation of the villagers. The residents in the periphery have demanded immediate withdrawal of the illegal constructions by Nagaland in the disputed areas.
