DIMAPUR, Oct 25 - The Nagaland Police headquarters has directed the Inspector General of Police (Intelligence), the Dimapur Commissioner of Police and all superintendents of police to take necessary preventive measures in view of reports of mobilisation of cadres by the NSCN-IM at strategic locations in Dimapur, Zunheboto and other areas of the State.
Quoting a source, the police headquarters, in a wireless message on October 22, which was made available to the media today, said several top leaders of the NSCN-IM, including its president Q Tuccu, feel that the outcome of the ongoing peace talks between the Government of India and the NSCN-IM may not be according to the demands of the outfit.
Fearing the fallout, various self-styled commanding officers of battalions and brigades of the NSCN-IM, specially the JC battalion (Kiphire) and the Yenbemo battalion (Tuensang), have been asked to safeguard the arms and ammunition available with them and shift them to villages adjacent to these camps of the NSCN-IM, the message said.
It added that the inputs also indicate shifting of weapons housed with the senior leadership residing in Dimapur. Separate inputs further suggest that on the directives of the top echelons of the NSCN-IM, the outfit has started mobilising their cadres at strategic locations in Dimapur, Zunheboto and other areas of Nagaland.
The message said all necessary precautionary and preventive measures may be taken in view of the above inputs.
According to reports, some 300 NSCN-IM cadres reportedly moved from their headquarters, Camp Hebron, around 45 km from here, towards the Manipur side on Thursday in a bid to cross over to bordering countries. However, the report could not be independently confirmed by this reporter.
On Thursday, the Nagaland Police directed all unit commanders of its armed police battalions and Indian Reserve Battalions to stock two months� rations and petrol, oil and lubricants in view of the volatile situation in the State.
On October 21, the Nagaland Government directed all deputy commissioners and administrative officers to stay at their respective places of posting and jurisdiction amid fears of breakdown of law and order in the State over the Naga peace talks.
A wireless message issued by the State Chief Secretary�s office stated that in case of extreme exigency, written permission of the Chief Secretary should be obtained before leaving station through the Commissioner of Nagaland.
The message said any administrative officer not available at station and not on medical or maternity leave already sanctioned should be recalled.
The Nagaland Police headquarters in a wireless message on October 11 also directed all unit commanders to recall all officers and personnel on leave, except those on medical leave, immediately. �This is for strict compliance,� a message issued by the Nagaland DGP�s office said.
In another development, former ato kilonser (�home minister�) and current member of the negotiating team of the NSCN-IM, Hukavi Yepthomi, joined the working committee of the Naga National Political Groups (NNPGs) on Friday.
Both the NSCN-IM and the working committee of the NNPGs are holding separate parleys with the Centre to resolve the decades-old Naga issue. The third round of formal talks between the Government of India and the NSCN-IM in New Delhi on Thursday remained inconclusive over the issue of inclusion of the Naga flag and constitution in the final agreement on the issue. However, both sides have decided to continue the peace talks.
