DIMAPUR, Jan 12 - Nagaland Minister for Public Health Engineering Jacob Zhimomi, who is also the Chairman of District Planning and Development Board (DPDB) of Dimapur district, has allayed fears over implementation of the inner line permit (ILP) system in Dimapur.
Addressing a DPDB meeting at the conference hall of the Dimapur Deputy Commissioner here recently, Zhimomi reiterated that the ILP was not to harass any citizen but to keep track of who is entering the State and for what purpose.
�It is to prevent illegal immigrants from entering the State,� he said.
He referred to the government notification of 1979 wherein approval was given to extend tribal belt to the entire Dimapur district, and added that the ILP was not a new concept.
The Nagaland government on December 10 last year extended the ILP regime to Dimapur district with immediate effect, bringing all 11 districts of the State under the system.
The government has also directed all heads of offices/departments in Dimapur to put the services of their officers and staff at the disposal of the Deputy Commissioner as and when necessary to carry out the ILP exercise in the district.
Chief Secretary Temjen Toy said that every non-indigenous person entering Dimapur will be required to obtain an ILP in the same manner as they are required to enter other areas of the State and under the same conditions provided in the Government notification issued on May 3, 2018.
Every non-indigenous person who settled or entered Dimapur on or after November 21, 1979, when the area was constituted as �tribal belt�, will be required to obtain an ILP within 90 days, he added.
