Nagaland Govt, employees resolve ROP issue

KOHIMA, June 29 � The Nagaland Government and the Confederation of All Nagaland State Services Employees� Association (CANSSEA) have resolved the 6th ROP issue with both the parties coming to a mutual agreement at a joint meeting of the Cabinet Sub-Committee, Official Committee and CANSSEA today.

Considering the difficult financial position of the State and also to extend maximum benefits to the State Government employees, the parties agreed that the revised pay for the employees will be given effect from 1/6/2008 notionally for fixation purpose only and actual cash benefit from 1/4/2010.

A MoU signed by Chief Secretary Lalthara on behalf of the State Government and CANSSEA president David Sema after the meeting said additional arrear for one month will be paid in the month of December 2010.

Since the State Government does not have the resources to meet the expenditure for giving the additional arrear of one month, which will involve an additional amount of Rs 43 crore approximately, it has been decided to make all out efforts to mobilise resources for the purpose by intensifying revenue collection drive, the MoU said.

As regard implementation of 7th ROP, the meeting decided that it will not be proper to make any kind of commitment at this early stage and hence dropped the issue.

However, it has been agreed that in due course of time, views of CANSSEA will be taken into consideration in this regard.

It was also agreed that the Anomalies Committee will examine other anomalies, if any, in the 6th ROP and the government will take necessary action based on its recommendations.

The difficult financial position of the State Government consequent upon the normative approach adopted by the 13th Finance Commission in assessing the State�s revenue expenditure was explained in detail in the meeting.
