Nagaland employees association seeks release of DA

DIMAPUR, Oct 22 � The Confederation All Nagaland State Services Employees Association (CANSSEA) has demanded release of two dearness allowances to the State employees � 8 per cent and 10 per cent of basic pay from January 1 and July 1, 2010, which it said is overdue, to tide over the escalation of prices of commodities in the market.

Stating that the Central Government has already granted two DAs at the rate of 8 per cent and 10 per cent of basic pay from January 1 and July 1, 2010 respectively to its employees and paid in cash, the CANSSEA in a memorandum to Chief Secretary Lalthara yesterday complained that every time the State Government gives additional DAs to its employees, it is given only by year end and that too with arbitrary conditions (a) of impounding them to incumbents� GPF accounts and (b) not to draw before certain years are passed, which it said is unfair.

Demanding that entitlements should be given to the State employees at appropriate time like the Central Government, the memo said the government should appreciate the gesture of CANSSEA for not insisting on full salary components including effective date unlike many other State employees while settling the 6th ROP on June 29, 2010.

The CANSSEA also demanded 6th ROP without any arrears to ad-hoc teachers who are appointed against sanctioned posts caused by retirement/promotion/resignation/death and new creation. It reasoned that since these groups of teachers are neither under contract nor fix pay structure prior to 5th Pay Commission with scale and yearly increment, there is no reason to deny them the 6th ROP.

With regard to the provisional employees of PWD, who were denied IPS under ROP 2010, the memo pointed out that they are not casual/contract/adhoc/contingency or work-charge employees. It said they are employed against the regular vacancies and had been enjoying all the facilities granted to regular employees including the 5th ROP.

On the compassionate appointment complaint raised by the 2007 batch of LDA direct recruits through NPSC, the CANSSEA felt that restriction on promotion for the compassionate appointees is a deprivation of the person in service and therefore urged the government to formulate some system whereby the compassionate employees can be promoted.

The CASSEA further said the Chief Secretary after a threadbare discussion with it at his office chamber in Kohima yesterday agreed that the grievances of the State employees are genuine and assured to look into them with all sincerity.
