DIMAPUR, July 11 - Nagaland Cabinet has approved hike in ex-gratia payment to the next of kin of Central armed police forces, army personnel, Assam Rifles and Nagaland police who suffer fatal and non-fatal casualties during counter-insurgency operations, as proposed by the State Home department.
The State Cabinet also took five other decisions in a meeting recently, including granting approval to Nagaland Water Policy, 2016.
While discussing the issue of granting indigenous inhabitant certificate in the State, the Cabinet directed the Home department to submit a proposal to it on the issue of Inner Line Permit (ILP) streamlining for taking decision.
It also asked the Home department to issue a clarification immediately on the orders issued by Dimapur additional deputy commissioner Sara S Jamir clearly defining the criteria to qualify as an indigenous inhabitant of Nagaland.
In an order on June 6, Jamir said the office of Dimapur DC has cancelled and invalidated non-Naga indigenous inhabitant certificates, permanent resident certificates and Indian domicile certificates, which were inadvertently issued to non-Naga inhabitants of Dimapur.
The order said these certificates were not covered under the Constitution (Nagaland) Scheduled Tribe Order 1970 and Government of Nagaland, Home Department memorandum No.HOME/SCTA-6/2006 dated Kohima, March 21, 2011. It further said these certificates were no longer to be in use for any purpose.
It was also decided to restore grant of incentives to the doctors for acquiring higher qualification. The Home department was asked to examine the issue of grant of study leave for specialisation and bring it before the Cabinet.
Deliberating on the appointment to various posts in all the departments, the Cabinet directed the chief secretary to restate the earlier order banning appointments without sanctioned posts.
�Action should be taken on the erring officers and they should be penalised as per rules,� it directed.
On the recruitment policy of the State Government, the Cabinet directed Personnel and Administrative Reforms (P&AR) department to frame a policy for holding combined recruitment of Grade-C and Grade-D posts in all the departments simultaneously and submit the same to it for decision.
