GUWAHATI, Oct 29 - Nearly 13,000 muster roll employees of 52 State government departments would get an enhanced salary from November as their salaries would be converted to pay scale.

This section of staff was getting a fixed pay between Rs 3000 and Rs 6000.

From now on the starting salary of a muster roll employee would be around Rs 18,000, which includes the basic pay of Rs 12,000, grade pay of Rs 3900, Rs 600 medical insurance besides an amount as HRA & DA as per State government norms. There will be a three per cent increment yearly, Finance Minister Himanta Biswa Sarma said, after the cabinet nod to the proposal today.

There are around 12,860 employees mostly recruited between 1995 and 2005 who would be benefitted by the decision.

The financial implication of the decision would be around Rs 176.79 crore per annum.

Sarma also said that the muster roll staff would not be terminated till they attain the age of superannuation.

I am not using the word regularization. The character of their jobs would remain as muster roll but the employees would enjoy similar benefits. We are also working on a plan to give accident insurance and other benefits to the casual staff, he said.

Meanwhile, the cabinet also gave its nod to buy Dr Bhupen Hazarikas Kolkata house for Rs 1.65 crore from the present owner. An initial amount of Rs 25 lakh has been approved for repair and conservation works. The government also decided to buy Dr Hazarikas house at Kuthori.
