Municipal Bill paves way for women reservation

DIMAPUR, Nov 24 - Nagaland Assembly on Thursday revoked its September 22, 2012 resolution and passed the Nagaland Municipal (Third Amendment) Bill, 2016, allowing 33 per cent reservation for women in the elections to municipal bodies. Leader of the House, TR Zeliang, moved the Bill for consideration and passing.

With regard to 33 per cent women reservation in municipalities, Parliamentary Secretary for Housing Er. Levi Rengma sought a clarification on whether the absence of women candidates will allow male candidates to fill the vacancy. To this, the Leader of the House clarified that in the case of wards which are vacant and void of women candidates, the government will issue fresh notifications and as such, men cannot represent the reserved seats.

�If the Town Councils do not want to hold elections, the government will not force them,� Zeliang further clarified.

Parliamentary Secretary for Higher & Technical Education Deo Nukhu, Minister for School Education & SCERT Yitachu, Parliamentary Secretary for Jails, Science & Technology, Hukavi Zhimomi, MLA Kaito Aye and MLA Mmhonlumo Kikon also voiced their opinions regarding the resolution passed by the House.

Earlier, Independent MLA Thomas Ngullie raised objections in the revoking of the resolution with regard to 33 per cent women reservation in municipalities and opposed the move.

The Assembly session which began on November 22 was adjourned sine die today by Speaker Chotisuh Sazo.
