MORIGAON, Sept 5 - The State Government vide a notification in the month of June promoted the Deputy Commissioner, Morigaon Hemen Das and posted him as the Secretary of Science & Technology Department, Government of Assam at Dispur. However, the DC, Morigaon could not leave the post of DC, Morigaon on the plea that crucial NRC update works were going on upto July 30. As per government�s direction, the DC, Morigaon is holding the additional charge at Morigaon along with the charge of Secretary, Science & Technology, Govt of Assam.
The reason why the Secretary, Science & Technology, Government of Assam cannot leave the charge of DC, Morigaon or what is the government rule that permits him to continue as DC, Morigaon even after an official promotion three months ago is best known to him, but the fact remains that the common people of Morigaon district have been facing serious hardship as the same person is holding two charges at the same time. Everyday, the Secretary is working at the offices both at Dispur and Morigaon spending huge government fuel for his car. Not only that, due to administrative lacunae, several heads like the Inspector of Schools, several executive engineers perform their government duties from Guwahati everyday, making a mockery of the principle of service to the people.
The local people ask of Chief Minister Assam Sarbananda Sonowal as to why the Secretary, Science & Technology is holding the post of DC, Morigaon for months together. Adhocism at least in the post of DC should not continue, said some senior citizens of the district. The citizens have also sent a memorandum to the Chief Minister, Assam asking how financial anomalies took place in the Morigaon DC office where a DRDA employee was reportedly involved in almost all construction works, contract works in the name of two private firms, that too with the alleged tacit support of the DC, Morigaon himself. Moreover, the Morigaon DC office allotted MSDP works to some contractors backed by some journalists, giving a bad name to journalism in the district, which was condemned by the senior citizens.
