More depts to State Councils ruled out

NEW DELHI, Aug 10 � In a setback of sorts, the Centre has ruled out the possibility of transferring more departments including police to the autonomous district councils including the Bodoland Territorial Council.

Replying to a question by SK Bwiswmutiary whether Government has formulated any policy to transfer departments relating to police, law and order and political to district councils in the region, Minister of State for Home Affairs M Ramachandran said that there is no such proposal at present.

The matter of transfer of departments, primarily police, is a sensitive issue and most of the autonomous councils have been pressing for it for a long time now. BPF, an ally of the ruling Congress Party in Assam, has submitted memorandums demanding its transfer.

Meanwhile, in a separate reply to a question by Bijoya Chakravarty, the Minister citing reports by the State government said that Dima Hasao district (North Cachar Hills) is rather peaceful and that there was no law-and-order problem in the area.

However, an agitation programme has been taken up by an organisation after renaming of the hill district.

In a separate reply, the Minister also denied any reports of all militant outfits of the North-east forming a united front. While there are inputs that groups of militant outfits had formed various fronts in the last decade, there are no specific reports of militant outfits forming a united front.

There is no credible information available regarding provision of financial assistance to these outfits from outside the country. However, there is ample evidence that these outfits are procuring arms and ammunition from sources across the international borders, he added.
