Mizoram issues regulations to prevent COVID-19

AIZAWL, March 19 - Amid the outbreak of coronavirus in several parts of India, Mizoram today issued the Mizoram Epidemic (COVID-19) Regulations, 2020. The notification said the Government has issued the temporary regulations under several sections of the Epidemic Diseases Act, 1897.

Under the regulations, all government and private hospitals should have flu corners for screening COVID-19. Based on the patient�s condition, the hospitals should recommend either home quarantine or isolation. Any suspected or positive case should be immediately reported to the Health Department.

The regulations also prohibit spread of fake news regarding coronavirus and testing of blood samples for COVID-19 by private labs. All travellers returning from coronavirus-affected States or countries should mandatorily undergo screening tests at any of the designated centres. They will be put under home quarantine or in a designated quarantine or isolation facility. Anyone refusing to follow such instructions is liable to be put into any of these facilities by force by authorised persons.

If the need arises, the Chief Secretary and deputy commissioners are authorised to seal an area, bar entry and exit of people from any containment area, close schools and offices, ban public gathering and vehicular movement or designate any government or private building as a containment unit for isolation of cases. Staff of all government departments will be at the disposal of the district administration of the area concerned while taking containment measures.

Any person, institution or organisation found violating any of these regulations, will deem to have committed an offence punishable under Section 188 of the IPC.
