Mizoram Education Minister faces nepotism allegation

AIZAWL, Oct 29 - The Opposition Congress in Mizoram has alleged that the Mizo National Front Government has made 91 backdoor appointments under the Education Department � most of which were done by Education Minister Lalchhandama Ralte � since it assumed power in December last year.

�Of the 91 irregular appointments, 35 were under the SSA Mission and 55 were under the RMSA Mission. In most cases, the appointments were made by Education Minister Lalchhandama Ralte to show undue favours to his near and dear ones,� Congress media chairman Lallianchhunga told reporters here recently.

As per RTI information obtained by the Congress media department, no appointment has been made during the last 10 months under the SSA Mission through advertisements.

�Absence of recruitment rules was the Government�s excuse for making appointments without advertisements,� he added.

Based on documents obtained under the RTI Act, the Congress media department stated that eight health and physical instructors with a fixed pay of Rs 20,000 per month each, four art education instructors with a pay scale of Rs 20,000, seven resource persons with a pay scale of Rs 25,000, and 17 upper primary school and primary school teachers with a pay scale of Rs 25,000, have been appointed.

Altogether, 87 appointments have been made under the RMSA Mission during the last 10 months, of which only 32 were made through advertisements.

�The Government will spend Rs 1.78 crore a year for the salaries of the irregularly appointed employees under the RMSA Mission,� he said.

�The Education Minister has publicly proclaimed on several occasions that appointments under his department would be free and fair. The RTI documents have clearly revealed that what he said and what he actually did are two completely different things,� Lallianchhunga said.
