Mizoram Assembly passes Sinlung Hills Council Bill

AIZAWL, June 27 - The Mizoram Legislative Assembly session today passed the Sinlung Hills Council Bill, 2018. The Bill paves the way for creation of the Sinlung Hills Council in the Hmar-dominated north eastern part of the State adjoining Manipur, following an agreement between the Mizoram Government and the erstwhile underground Hmar People�s Convention (Democratic) on April 2 last.

Introducing the Bill, State Home Minister R Lalzirliana said the main objective of the signing of the memorandum of settlement with the HPC-D was to give administrative autonomy for socio-economic, political and cultural development of the people of the region.

Lalzirliana said that the Bill would empower the existing Sinlung Hills Development Council, which has no legislative support. According to the Bill, the Sinlung Hills Council will have 14 members, out of whom 12 will be elected by the people and two members will be nominated by the State Government in consultation with the Council.

The Council will be headed by the Chief Executive Councillor and assisted by four executive members with the general council meeting to be presided over by a Chairman.

The memorandum of settlement between the HPC-D and the Mizoram Government led to the laying down of arms by over 100 cadres of the militant outfit on April 13 last. The State Government disbursed Rs 3 lakh each to the surrendered militants as a rehabilitation and resettlement package.
