Meghalaya seeks Rs 3,120 cr special package

SHILLONG, Aug 28 � The Meghalaya Government today sought a �special financial package� of Rs 3,120 crore from the Centre, stating the fund was required for taking up projects and help the State towards peace and stability through developmental interventions.

In a memorandum submitted to Prime Minister Manmohan Singh, the Congress-led Meghalaya United Alliance-II Government seeking the special financial package said: �our experience suggests that peace and stability become vulnerable if development does not keep pace with (people�s) aspirations.�

Chief Minister Mukul Sangma highlighted in the memo the State�s efforts to contain militancy by bringing some of the groups to the negotiating table and maintained such initiatives need to be pursued for overall development of the State.

He added that the State Government, to bring development to some of the regions in the State, has launched State flagship programmes under nine missions. However, Sangma lamented that by running these programmes and schemes the State coffer has dried up.

He said that the State�s Plan expenditure has gone up significantly in the past three years, despite the Government being committed to run these projects through the 12th Plan and beyond. �Unfortunately, this leaves little resources for taking up other important projects that require high investments by the State,� Sangma said.

The fund that is being sought are for seven projects � Art and Culture, Assembly building, State Medical College, Ganol drinking water and irrigation project, New Shillong Township, State Technical University and Integrated Basin Development and Livelihood Promotion Programme (IDBL).

For establishing an International Centre for Performing Arts and Culture, construction of the Meghalaya Assembly building, the Integrated Ganol Drinking Water Supply and Irrigation Project, Rs 350 crore has been sought for each of these projects.

Another Rs 160 crore was sought for setting up the State Medical College, while for establishing the State Technical University an additional Rs 60 crore was sought.

However, a major chunk of the special financial project has been proposed for the IDBLP, which is the State flagship programme. In the memorandum, the State Government said that the project�s objective is to �transform the livelihood of two million people� across the State and is therefore crucial for the State Government that adequate fund is available to run it.

The State Government has proposed to the Centre for allocation of an amount of Rs 1,500 crore for IDBLP.
