GUWAHATI, Nov 11 � The State Government effected a massive reshuffle in the civil administration today, transferring a record number of top officials including 29 IAS officers of the ranks of commissioner and secretary of a host of departments.
As part of the exercise, VK Pipersenia, Additional Chief Secretary, has been relieved of the cooperation department and given additional charge of PWD (Roads) and PWD Border and National Highways.
VB Kerala, Additional Chief Secretary, Urban and GDD, has been transferred and posted as Additional Chief Secretary, Power and Public Enterprises.
SL Mewara, Principal Secretary, Food and Civil Supply and Consumer Affairs department, has been posted as Principal Secretary, Panchayat and Rural Development (P&RD).
Ajai Kumar Singh, Principal Secretary, Parliamentary Affairs, Minority Affairs, Fishery, Animal Husbandry and Veterinary departments, has been relieved of Fishery and Animal Husbandry and Veterinary departments.
Samir Kumar Khare, Principal Secretary, P& RD, and Soil Conservation has been transferred and posted as Principal Secretary, Finance department.
Paban Kumar Barthakur, Principal Secretary, Finance and Cultural Affairs, has been transferred as Principal Secretay, Urban Development, GDD and Soil Conservation.
Hemanta Narzary, Commissioner and Secretary, Agriculture department and Director Assam Agricultural Competitiveness Project, has been transferred to Animal Husbandry and Veterinary department.
Hemanga Kishore, Commissioner and Secretary, Social Welfare, Higher Education and Public Enterprises, has been relieved of Public Enterprises department.
Dr Ravi Kota, Commissioner and Secretary, Finance and Handloom and Textile, Sericulture and Information and Public Relations has been given the additional charge of Commissioner of Taxes.
LS Changsan, Mission Director, Sarba Siksha Abhijaan has been posted as Commissioner and Secretary, Home and Political, Passport, Assam Accord Implementation and Border Areas.
Dr JB Ekka, Commissioner, Taxes and Commissioner and Secretary, Finance, has been transferred and posted as Commissioner and Secretary Tea Tribes Welfare, Labour and Employment and Project Director, Employment Generation Mission.
Sabir Hussain, Commissioner, Lower Assam Division and Commissioner and Secretary, Cooperation department is relieved of the charge of cooperation.
Dr KK Dwivedi, Commissioner, P & RD has been temporarily posted as Mission Director, National Rural Livelihood Mission.
Swapanail Baruh, Commissioner and Secretary, Health and Family Welfare, Cultural Affairs, Power, has been transferred as Commissioner Industries and Commerce, Managing Director, AIDC, and nodal officer, Investment.
Mehtabuddin Ahmed, Commissioner and Secretary, Pension and Public Grievances, Animal Husbandry and Veterinary and Hill Areas departments, has been relieved of the Hill Areas development charge.
Manish Thakur, Mission Director, National Health Mission, has been transferred as Commissioner and Secretary, Health and Family Welfare.

Dr Upendra Nath Bora, Secretary Urban Development, has been given additonal charge of GDD.
Tapan Chandra Goswami, Director Land Records and State Enquiry officer, has been posted as Commissioner Labour department.
Ramesh Chand Jain, Secretary Elementary Education, Power and Managing Director Assam Financial Corporation, has been relieved of Power department, but given additional charge of Rastriya Madhyamik Sikhsa Abhijaan Mission.
Julie Sonowal, Secretary Elementary Education, has been posted as Secretary Health and Family Welfare.
