Mass casual leave stir affects Manipur

IMPHAL, April 28 � Normal functioning in most of the Manipur government departments was severely affected for the second day today as the Joint Administrative Council (JAC) of the All Manipur Trade Union Council (AMTUC) and the All Manipur Government Employees� Organisation (AMGEO) launched a three-day mass casual leave agitation.

The agitation was launched in protest against the State government�s alleged failure to respond positively to its 29-point charter of demands.

Services at almost all the State and district-level offices have been severely affected, according to JAC sources in Imphal. Functioning of the State Secretariat in Imphal was also affected.

�In short, the Day-2 of our agitation has affected the functioning of the State government departments in most of the districts,� the sources said. �Even the functioning of the Secretariat has been hit.�

It may be noted that a memorandum of understanding was signed between the State government and JAC of AMTUC & AMGEO on May 19, 2010, but nothing has happened since then. The demands of the JAC of the employees include implementation of the old pension scheme, regularisation of adhoc, muster roll, casual and contract employees to their respective vacant posts, clearance of dearness allowances/dearness relief, implementation of Special Compensation Allowances, non-privatisation of government departments and implementation of the 7th Pay Commission from January 1, 2011, among others.
