Manipur Govt to cut down on non-essential expenses

IMPHAL, Sept 26 - After halting all ongoing recruitment processes due to the COVID-19 pandemic, the Manipur Government has also decided to cut down on non-essential expenditure in a bid to ensure that resources are available to meet unavoidable and committed expenses, sources said.

The Manipur Chief Secretary issued an office memorandum in this regard on Thursday. As per the memorandum, the Government will cut down on expenses in 14 non-essential categories including excess authorisation over budget provisions, commitments on expenditure, recruitment, creation of new entities, printing of diaries, coffee table books, and purchase of office furniture, equipment and luxury items, as austerity measures.

The memorandum also stated that orders issued by the Department of Personnel regarding the ban on recruitment � direct, part-time, contractual, ad-hoc, substitute and casual basis � will continue. There will be no further creation of posts and filling up of vacant posts, except by promotion.

All ongoing recruitment processes will be put on hold except those that have already been initiated with the approval of the Cabinet. The Government has banned creation of new entities and said that no new entities involving expenditure out of the consolidated fund of the State, will be created.

Apart from prohibiting holding of or participation in exhibitions, seminars and workshops abroad at the cost of the State Government, the memorandum also instructed a ban on purchase of new vehicles with immediate effect.

A complete ban has also been imposed on printing of diaries, greeting cards, coffee table books and calendars in physical forms by administrative departments, except those published by the Information and Public Relations Department.
